Registrant identification and Local Presence
From 1 September 2026, Russian Federal Law No. 569-FZ requires every registrant of a .ru domain to be identified through the Russian state portal Gosuslugi (ESIA). Anonymous domain ownership is no longer permitted.
After this date, the following operations require an identified registrant:
- Registrations
- Renewals
- Transfers
- Ownership changes
- Nameserver updates
Domains whose registrant is not identified cannot complete any of these operations and will be deleted on their expiry date.
Local Presence (Trustee) service
Local Presence is mandatory for all .ru domains regardless of where the registrant is located. A trustee entity is recorded as the domain registrant at the registry, which satisfies the identification requirement.
The reseller and registrant retain full control of the domain — renewals, nameserver changes, contact updates (internal), and administration continue to be managed through the OpenSRS Control Panel and API as before.

Required documentation to assign Trustee for your domains
If the current registrant is an individual:
- A change of registrant request form.
Note: The forms will be added in the near future. - A copy of the passport or national identity card
- An English translation of any document that is not in English or Russian
If the current registrant is a company:
- A change of registrant request, on official company letterhead in English.
Note: The forms will be added in the near future. - A copy of the company's certificate of incorporation
- An English translation of any document that is not in English or Russian
Where a single registrant holds multiple domains, one set of documents covers all domains held by that registrant.
How to request Local Presence
Local Presence cannot be requested through the API or the Control Panel. To apply the service, submit a support request listing the affected domains and attaching the required documentation.
Local Presence is applied automatically on 26 August 2026 to all .ru, .рф and .su domains with an Active status, to prevent suspension of the domains.
Documentation must be provided by 1 November 2026. If it is not received by this date, the domain will be set to expire and deleted on its expiry date.
Fees
An annual Local Presence fee applies per domain, in addition to the domain renewal fee.
A one-time activation fee applies and is charged once the reseller has confirmed that the domain is to be kept and the required documentation has been provided.

If Local Presence is not wanted
Local Presence is applied automatically ahead of the 1 September deadline to prevent suspension of the domains, which belong to registrants outside of Russia. Once the trustee is recorded as the registrant at the registry, this is no longer reversible in time to meet the deadline. Registrants who do not wish to use the service must transfer the domain to another registrar before 25 August 2026. If no action is taken and no documentation is provided by 1 October 2026, the domain will be set to expire and will be deleted on its expiry date.
Domain Registrations
From 1 September 2026, new registrations also require an identified registrant. Registrations submitted for an unidentified registrant will fail. See Registrant identification and Local Presence above.
API Considerations
Local Presence cannot be requested or managed through the API. Requests must be submitted to support.
Renewals
From 1 September 2026, renewals require an identified registrant. Domains without Local Presence cannot be renewed and will be deleted on their expiry date.
Explicit renewal is not available for this TLD, so it is not possible to renew early to defer the requirement.
Transfers
Transfers out are supported. From 1 September 2026, a transfer requires an identified registrant.
Registrants who do not wish to use the Local Presence service but want to keep their domain should transfer to another registrar before 25 August 2026.
Ownership Changes
Applying the Local Presence service involves a registrant change at the registry, which is carried out by OpenSRS on the reseller's behalf.
This does not change the registrant details held in the OpenSRS account — the trustee is recorded as the registrant at the registry only.
